Where do you find Immolator Charr?

I've been looking for him in Imperial City for several hours now (for the "Horror of Horrors" achievement) .
The guides and wikis I've looked-at say that he's in the Arena district. I even found some videos on YouTube showing him being fought in the Arena district. However, having cleared all districts several times at this point, I've only found Glorgoloch the Destroyer & King Khrogo in this district. I assume the locations of the district bosses were changed at some point?
I haven't been able to find Charr elsewhere so far. Does anyone know which district he spawns in, so I can narrow my search?
