End game PvE, the toon would needed to be geared towards it and then the rotation would need to be perfected.

Everything, one toon for all.

Rotation is really easy...you can repeat your pattern until boss is dead, no shiftings/execute etc...nearly as easy as on stamDK tbh

Bad idea, having so many free character slots to create just start a new toon and make one stamina another magicka.
Really not a problem to level fast even if you don't like questing the same.
I had the same issue like you, and started magicka first to level faster to cp160 with lightning Staff, then made a stamina version on the same toon, since it was Khajiit.
Later I made a new magblade from scratch with a vamp and both are great in doing damage and sustain.

Not everyone has time for this though. This is coming from someone who does have 12 characters, one type of each class. It took me a lot of time.
Don't forget, for something like that, we gotta pay to get mount speed up, and pay to open up inventory slots. That's not including doing the FG / Mages Guild quest lines to completion. Plus... getting the skill points we need and leveling up the weapon skill lines.

Still I see no real problem, only the minor with horse training. But if you love playing ESO, it's a part of it. I have 10 characters and yet recently I deleted one stamblade with about 75 unlocked horse lessons and started a new Argonian magicka dragonknight just for fun. No horse skills, lack of other skills but what fun in gaining tchem now. Days are running fast, especially that long winter evenings are coming...
Considering that we can delete character that we don't play or don't like too much and create something better to check and learn another class and playing style and sets etc, is always tempting. The need of unlocking all skills again is not a big problem. It's a part of virtual life which I personally accept.
Thanks for replies, going to respec my Redguard into Magplar since it sounds like the bonus from being Breton wont do much, will just change from both whenever.

Then your not a mid-max character, like 95% of the game and myself included. Though oddly enough, that fact puts you in the minority on the forums. That’s an agreement for another day. Keep your race, if you like them. Race helps out but is not a difference maker in anything other than top end PvE hard mode trial content. Race will not hold you back from completing any type of content. I have beat vMA with a Wood Elf mDK. You can clear anything and if you cannot, it’s not a race issue.
As the game states, play as you want. Only the top %1 really need to care about mid maxing. And truth be told, people who do benefit from mid-maxing do not ask these questions, they know from experience.
Again, play as you want.
