Gaurds freezing my character

I've been playing for a few days and just started the Thieves/Dark brotherhood guild stuff and occasionally I'll get a small bounty and while trying to escape I'll be stopped by a guard. I used to be able to access the dialog but now it seems like they stop me, raise my bounty and kill me. When I try to respawn either with a soul gem or at a wayshrine i'll just be frozen. This has resulted in me losing upwards of 5k gold from taken stolen items which I might have been able to save because I have clemency. Any help would be appreciated.

If you are experiencing an issue where the guard may not show the dialogue box when accosting you, which will result in your character choosing the "flee" option as the timeframe to choose your choice times out, proceed to the following steps to resolve your issue:

Log all the way of out and exit the game.
Power Cycle your Console / PC

If the issue persists, you may need to clear your save data. On PC, delete / move to desktop your usersettings.txt file in your Documents folder.
