You can easily get the warden to level 50 and beyond during the festival, meaning, you'll end up with another usable character.
Plus, once you get him/her to 50, you can grind CP with your Warden. Win win right there.
Do you believe I have time to get to 690 and fully lvl a warden in the span of the event?You could use all of your enlightenment + xp boosts right at the start of the event to grind CP, and then level up the warden during the event. Whenever you finish, you'll have some more enlightenment to use.

I love to pvp it's my fav part of the game but it's hard to not get insta shot when you are missing so many cp so I feel I need to get to 660 to spend the cpUnless you’re doing a lot of PVP, I don’t see what the rush is for. Especially since you’re already at CP 454. Personally, I’d go with leveling the new character.

So an exp boost is more than welcome.
Gaining CP on the other hand, is just a side effect of playing the game, they come anyway.
But a lowbie toon won't level itself
And I have just read that you are into pvp mainly.
Ever considered doing non-Cp pvp?
Its more about clever usage of sets /buffs and not just pushing a few stats (like block and tankiness and dps) to maximum by using CP
