LA/HA damage

Is this based off max resource or is this based off weapon/spell damage depending on weapon? What I mean is if I got 64 into mag and equip a sword n board will my heavy attack hit just as hard as if I would have an inferno staff equipt? (For this example no points are put into any passives.)

    Light and Heavy Attacks are based on Spell Power/Magicka and Weapon/Power/Stamina in a 40:1 ratio...as in 1 point of spell power equals the same increase in damage as 40 points of Magicka (most other skills have a 10.5:1 ratio). So increasing your max resource will somewhat increase your Light/Heavy attack damage but most of it comes from your spell/weapon power stat.
