By now I assume you know Warrior-Poet is better with Plague Doctor. 1K Hp bonus isn't really much to give to others. So, screw a Mundus stone to bump up your health but you could still do that to gain mini-boss tanking game.
Than, rock a Nord or an Imperial. Level up Mages Guild enough to unlock Structured Entropy and slot that to your bars. Use a Max HP only food buff or Tri-Food.
Or put that gear on a Nightblade. Or The New Necromancer.
Pop an Alyeid well on top of that. Level all your Heavy Armor, Racial and Undaunted passives.
Place Max Hp Enchantments with infused (For Max Hp Mundus Stone) traits on all or most of your gear.
Imperial Necromancer will give you the highest with the Goliath Ult.
Imperial Nightblade provides the second most amount of HP.
Imperial Necromancer is 3rd.
Nord Necro is fourth.
In my opinion, to do this on a Nord Templar has proven best.
Green Pact gear set is also a notable mention.

I did not know how to call this threat.
I use the plague doctor set, so I used that as the title, but I wanted to ask about nerfs and buffs in general.
So the plague doctor set got nerfed from 6000 to 4000 health. Did it ever occur that such a nerf (or a buff) was made undone (or at least got near the old stats)?

Shackle breaker, Fortified Brass and Amber plasm are quietly sitting in the corner, trying not to be noticed when talk is about stat density. I don't think PD was overperforming in any way, it was already a niche set. And why they nerfed Ebon?
I may understand balance changes in Elsweyr, though they gutted two my favorite specs - magblade and stamDK. But I can't understand U23... give onslaught and provide hard counter for it via templar, give dots and remove soft counter for them by severely nerfing purge... overbuff vigor, nerf vigor to ground, buff vigor even more ><
