Per the Songs of the Return, the Skyforge pre-dates the mer of Skyrim:

    If that is true then it was likely built by the Wandering Ehlnofey (who weren't technically Aedra, as the Aldmer probably didn't see them as their ancestors), who were the first inhabitants of Tamriel.
