(Edit: I'm not sure why anyone is assuming something may have happened to me. No. I'm smart enough to not fall for it, but I wanted to save the people who would probably fall for it from falling for it.)
Well..the person I'm trying to report is a bot that was trying to sell gold to people through a website. I continually kept seeing them spam in every zone I went into. I investigated the website myself by going to it, and not only are they selling gold from ESO, they are selling currencies for about 10 other games including: World Of Warcraft, Runescape, Etc. All in all the website looks suspicious, shady, and totally not legit. And I wouldn't have needed to bring it to attention if my gut wasn't telling me to investigate it, and finding out they are doing this with several other MMO's.

I can't report the person if I cannot find their character...I already said that I could not find their character, and I already know how to report people. So is there no way to contact someone from Zenimax directly? I already tried a support ticket, but there is no category for reporting another player.

I assure you nothing will be done, just google eso gold and you will find alot of website selling gold/mats/accounts for eso and other games that includes currency farming and trading.
