Undaunted chest loot tables

Are the loot tables for the Undaunted chests not evenly distributed or do I just have unprecedented bad luck?
I'm trying to get medium Velidreth shoulders. I'm currently wearing Heavy Divines so I'm not rage-quit-mad about but I do track every piece I get and the distribution looks anything but normal.
Using 52 keys:
Lord Warden: 11
Mighty Chudan: 11
Earthgore: 10
Dominhaus: 9
Molag Kena: 8
Velidreth: 3
Just bad luck? If the distribution was normal, I'd expect to have pulled over 8 Velidreths but I'm at about 1/3 that rate. The rest seem to fall right in line where you'd expect.
And, yes, I realize that getting the right set in the right armor with the right trait is a very low chance but I'm not even talking traits or armor type at this point.

✭✭✭✭✭I know its not supposed to work like that, but it honestly feels like the one set you want is the one you will get the least of and even if you do, its going to be either wrong weight, wrong trait, or both. I've been opening a LOT of Maj's chests recently, trying to get Kra'gh shoulders. after opening at least 30 chests, possibly more (I stopped saving keys and just started opening chests) - i got 1. meanwhile it seems to be filled with nothing but engine guardian and swarm mother
rng is cruel and at this point, I wouldn't be surprised if the drop rates WERE programmed to be uneven, with more desired sets dropping less often. dirty worthless casual.
