Hi where can I post to make suggestions for the game to the developers
Post them to /dev/null for the maximum chance of the developers paying attention.
Even on the internet, clear communication is important; it can be the difference between "helping your Uncle Jack off a horse" and "helping your uncle jack off a horse"; the difference between "knowing your s***" and "knowing you're s***".

Ok, while I like trolly responses as much as the next person, here is a legit answer to the OP:
The main place to provide feedback is on the PTS forum Official threads. These threads ask specific questions about newly implemented features that the devs want feedback on. If you post thoughtfully in these threads, you can be fairly confident the appropriate devs will see them. Of course whether they choose to acknowledge or act on your suggestion is another matter entirely.
Additionally, you can create threads during times when there's not an active PTS cycle happening. Usually tagging the devs in the thread is better than not. Use the "@ZOS_" prefix for people like Gina Bruno or Jessica Folsom (the community managers), Wrobel (combat design), Finn (dungeon design), Brain Wheeler (PvP lead), etc.
The reason for the trolly responses is because ZOS is not very conversant with the player base. They rarely acknowledge what threads and ideas they are paying attention to, or what direction they are thinking of going. So the player base usually has to respond in a more reactionary way than poactively. It's generally a frustrating experience.
