ZOS made cliffers cripple because they can't make flying creatures. Ops sorry, I meant to say "because cliff racers aren't evolved to fly at this time"
What gives you the idea that we are going to have any flying mount in a decade?
In WoW you can have flying mounts and much of the map you can reach by flying! And it is awesome to fly around!

ZOS once said that dragons awake in Skyrim, so in ESO time they do not exist. But it couldn't be further from truth.
In Elder Scrolls Travels: Redguard you can see a dragon named Nafaalilargus. This dragon served Tiber Septim -300 years after ESO time- so it's obvious that there were dragons before Skyrim. Also note that dragons are immortal so Nafaalilargus should be existing in ESO time.
Another dragon is Skakmat which lived in Betony War (3rd Era, year 402).
So the reason we don't see dragons in ESO is that Zenimax won't do it. Excusing Elder Scrolls lore is fully nonsense.
But rewarding an emperor with a dragon is an idea as Nafaalilargus serves Tiber Septim after 300 years
