Probably never. Just because one game has an app does not mean every game should. Many top MMOs do not.
They probably should. The benefit of having an app on a player's phone, in 2017 (when most players have phones that are always with them), can't be undersold. It's marketing for your own game (the very presence of the app, not to mention the potential of notifications), and it also opens up potential for ad-space selling.
