Probably never. Just because one game has an app does not mean every game should. Many top MMOs do not.
They probably should. The benefit of having an app on a player's phone, in 2017 (when most players have phones that are always with them), can't be undersold. It's marketing for your own game (the very presence of the app, not to mention the potential of notifications), and it also opens up potential for ad-space selling.
Not really much benefit as a marketing tool. It is really a stretch to think it would be a bigger enticement than the game itself.
Further, do we have ads in game? Why provide an app to provide us ads when we know the forum will be lit up with threads complaining about the ads. I know I would think it would be a low blow to have ads forced upon me being I am a subscriber.
The benefits for the players would be another source of forum complain threads. Ever heard of give them an inch and they want a mile? There will be members of the player base that want more and more from the app. Really more of a headache for Zos.
That is not to mention that it really cannot help one manage their inventory. Our system requires us to be at a bank to transfer anything. It could possibly leave those with personal bankers in the win. OMG, the outcry of having to pay 5k crowns to be able to use the app.
Also, really has not had strong support. Does not seem to be of significant importance. Are we really interested in keeping up with Destiny? Probably not.

There are free apps on the Google Play Store. You can go grab Elder Scrolls Legends, if you're really curious about it.0
