I don't really get how that can be said, when there's been absolutely no updates or improvements to Cyrodiil, which is the best part of PvP in ESO, to me. Everything else in every DLC/update is PvE, and I'm sure that does make a lot of people happy. I don't give a damn about the Battlegrounds thing they tried with Morrowind, never going to bother with it. But this doesn't mean the devs focus primarily on PvP. Well if you were looking for good PvP experience and came to ESO I feel a little sorry for you... What did you expect? Zenimax/Bethesda have no experience in online games, surely not PvP. There's a limited pace at which devs can continually churn out new ideas and create content, lulls between updates and expacs. When players get bored of grinding the same old content, PvP is great both as a primary focus for people who enjoy it and filler for those who just dabble casually in it... because it's spontaneous and unpredictable, everything is a relatively unexpected new experience because you don't know what the other players will do and where they'll go. It's new stimulation when the same old PvE might have become stale. And that will always be the case.
When I came to ESO, I didn't really even want to bother with dungeons because it's the same old thing. I only do them if I'm forced to for gear/sets/monster sets, not for any enjoyment, because I'm tired of the same "learn the mechanics, give it a few tries, memorize it and execute mechanics flawlessly." I did server first Mythic raiding in WoW, I don't really need more of that.
What I truly care about is Cyrodiil PvP, an open battlefield where you can't predict which group will go where and how the map may change. And ESO offers that unique experience, which is unfortunately mostly neglected.
To assume that PvP is unimportant is a mistake.

Pve only mmos dont last. Theres a reason to have a healthy pvp environment
LOTRO was still alive last I checked. Generally there are plenty of people who never really touch PVP in MMOs. the idea that PVP is ESSENTIAL for MMOs has long been ovler sold. The thing about PVP is that it's a form of end game that is doable by small groups or individuals, a type of gameplay that is often fairly varied. and THAT is useful sure, but PVP itself? not really. hell PVP is proably the least important facet of a MMO because there are so many alternatives. (many FPSes and MOBAs offer a better PVP experiance then a MMO ever could, because they are 100% designed around PVP.)

They pay attention to PVP and PVE and make it competitive . Overwatch , For Honor , Call of Duty , Grand Theft auto . All big budget PVP games out gross PVE only games in the multiplayer section of gaming .

You do know Call of Duty started out as a Singleplayer experience only before online Multiplayer became a thing, and even to this day continues to provide Singleplayer Campaigns. You can't really call it just a PvP Game. Nor GTA since that has a huge Singleplayer storyline.

Sadly, im giving Destiny 2 a pass, its just Destiny 1 only with bigger micro transactions, a B.S Dye system, and other things they keep making mistakes on, yes the gunplay is excellent, and heck they even added a hell of alot more story this time, but everything else....the game just feels like an expansion, and should have been.

Actually playing on PC EU I've never met anyone younger than 20 years old. There are definitely not many 14 y/o out there playing this game.
