Putrefying light never crits.

Just tested on pts and it seemed fine for me.

It's not a proc otherwise all the other skills like haunting curse (which explodes after 6 seconds like purifying light) would not crit either if they were all in this "proc" category.

Haunting Curse does its own damage. Purifying Light does damage based on 20% of all other damage done to the target, which the other damage can crit. They don't want crits of crits.
It's a proc based on already possible to crit damage.
You just don't understand it.
