10 million accounts registered, meaning people who ever bought the game and set foot in it.
We don't know the retention rate, so its super anomalous. I highly doubt this game has more than a million people playing it across platforms.
How does this relate to OP? Well, easily the number of players means more money, which means better server performance and in game optimization.
When you have a game as badly optimized as than this game, for 3 years, and little communication as to indicating exact popularity, then the reasons more or less kinda come to fold.

Those numbers were pure marketing fluff and not representative of anything. They do not represent the number of people currently playing the game. Seriously probably 10k people play this game on PC NA, if that.

Yes, thats why they keep putting out new DLC content. Because the game is in decline, so spend more on a product that, in your words is within a short term business model.

@Wrecking_Gorilla maybe Xbox is a lot worse than pc, but I think that if even delves are providing you with that many issues that something is up with the way you’re connecting to the servers.

I’m on PS4 but you’re correct. Most of my issues were solved when I changed my connection, to the automatic setup, instead of the dns server I was using. My ping was going up and down, causing lag every few minutes. There’s still a little lag but most of my frustration is gone.
Not sure if you have been keeping up with updates but Clockwork City is bringing improvements in the optimisation of the engine and as such will improve loading times etc esp for consoles.
I just feel if more people took the time to get informed of upcoming things the whole community would be better off
