Need help with direction of my character build

Ive been playing eso now for about a month, currently level 38 and loving the game. I feel like i havent really specialized in a role yet and need to. I do mostly solo content but i do have a small group i play with now and then. Here is my current build and what im trying to accomplish.

Race: dunmer
Class: templar
Attribut points: 0 health, 1/3 magic, 2/3 stamina

Armor: heavy with health enchantments on all pieces

Jewelry: magic enchantments on all pieces
Weapon: ive used a mix of enchantments

I want to be a hybrid for solo with a focus on healing when playing with group. Any advice on what i should change or what skill lines i should focus on would be much appreciated. Ill scrap this build if it isnt a good one and rededicate all my points. I was keeping attributes an even ratio as i leveled up, but i felt like i wasnt doing enough damage in solo.

    Dunmer Templar for solo doesn't need to be a hybrid. Full on Magika Templar will never die solo, just spam jabs and survive. they are immensely powerful with the best self heals going.

    Want to heal dungeons, just pop on a resto in the same gear and spam springs + Combat Prayer with ritual down and purifying light on the enemies. That's all there is to it for dungeons.

    Want to tank.. Templars aren't great tanks, only thing that can in all honesty work is just make a trollplar blazing shield build, taunt everything and spam shield and never die, only if you're doing stuff like VCOS and VROM hard modes will you have an issue, other than that they work just fine.

    But to be honest just put all points into Magika, when you reach level 50 get someone to craft you some Julianos+Seducer and go from there. Not worth investing in anything until you hit CP160.

    For tank, you want a taunt. That means Inner Fire from the Undaunted line (ranged), ice staff heavy attack (ranged), or my preference Pierce Armor from One-hand and Shield (melee with major fracture and breach). Heavy armor is nice, with armor sets that boost your health and resistances being preferred. Good sets: Ebon Armory, Plague Doctor, and plenty others depending on your build.

    For healer, you want a resto staff. While templar has a lot of healing abilities already, the resto staff has many HOTs and aoe heals that are really useful for keeping your group topped off. Many healers will also equip a destro staff in order to use Elemental Drain to restore magicka. Light armor is preferred since it helps your sustain and magicka pool. Good sets: Spell Power Cure, Kagrenac's, and plenty others depending on your build.

    As for attributes, I suggest you look at how much you are using each resource pool. Tanks use stamina for blocking, interrupts, Pierce Armor taunt, and roll dodging if needed. Healers use magicka for most of their skills unless you have Vigor unlocked from the PVP Assault Skill line. Depending on your Templar skills, you might use more stamina or magicka depending on what weapon and skill lines you are using. If you are using mostly stamina, Vigor from the PVP assualt skill line is a great stamina HOT.

    Personally, my Dunmer MagDK is able to tank vet dungeons with most of her points in magicka and none in stamina, though I could probably do better with sturdy traited armor or enchantments to reduce block cost. My Stam Sorc DPS/Tank is the opposite with 10 health and the rest in stamina because she only has one skill that uses magicka. She can provide supplemental heals with the stamina skill Vigor if needed.

    You can do a tank/healer in group content. I see very successful Warden tank/healers and there's no reason a Templar couldn't do it too. However, If that's what you want to do, I suggest that you focus first on being a tank with your heals being supplemental to what your group's healer is doing. While a healer can be a tank, a healer's first focus should be on healing, since if the healer has to tank, the tank messed up.

    No need to spread out resources, especially between stamina and magicka unless you plan on being a tank. Templar tanks are not great, since they lack CCs and various utility skills. So I recommend going full magicka, or having 3/4 of your points in magicka and 1/4 in health until you reach CP300 where your stats will be maxed out. Having that extra health early on, while you are learning to play will help, but not the extra stamina.

    In order to maximize the effectiveness of your magicka build you should use at least 5p light armor and preferably 1p heavy and 1p medium, because later on, when you will start doing dungeons, you will level Undaunted skill line and benefit from Undaunted Mettle passive which gives you 2% extra stats for each type of armor equipped. Also using a heavy chest and a medium legs, shoulder or head piece will allow you to gain a bit more spell and physical resistance which is useful since Templar is a melee class, needing to stay close to the enemy to deal full damage.

    For starter sets I would recommend having something crafted by one of your friends or guild mates, or simply ask in zone. Use training trait on your weapons and armor to gain more experience from kills. Usually it's better to go with staff on both bars. Since Templar already has powerful self healing you can use destruction staff on both bars, preferably lightning staves. A good combo of sets is 5 Armor of the Seducer or Law of Julianos and 3 Torug's Pact. In case you use Torug's Pact you can actually put all your attribute points into magicka, since the 3p bonus is maximum health. Use arcane jewelry from the zone set, getting those is easy since they drop at dolmens; jewels quality is not that important, but have whoever crafts your gear upgrade it to blue. Remake it every 10 levels or so as you level.

    For example your gear would look something like that:
    Armor of the Seducer: heavy chest, medium legs, light feet, waist and hand pieces
    Torug's Pact: light shoulders, head and 2x lightning staves

    For skill setup I would recommend a balanced mix that gives you sustain and damage:
    Front bar: Radiant Oppression | Puncturing Sweep | Blazing Spear | Harness Magicka | Inner Light | Thunderous Rage
    Back bar: Blockade of Storms | Ritual of Retribution | Purifying Light | Degeneration | Channeled Focus | Empowering Sweep

    Radiant Oppression - your execute, use it only when the enemy has low health, usually < 1/3
    Puncturing Sweep - this is a skill that deals damage and also heals you
    Blazing Spear - an AoE you can throw at enemies and which deals initial damage and a DoT
    Harness Magicka - a shield that takes damage instead of your health bar, cast it when taking damage; it also returns magicka if the damage is magic in nature
    Inner Light - this skill is on your bar just to give you 10% critical chance and also some bonus magicka
    Thunderous Rage - this is the ultimate from the destruction staff, obtainable when you fully level that skill; until you get it you can use other ultimates instead. It's good since the destruction staff passive buffs your AoE attacks while you have it there.
    Blockade of Storms - this is actually your most important DPS skill, an AoE DoT in a narrow rectangular area, also can set enemies off balance and increase the damage against them
    Ritual of Retribution - an AoE in a large circular area that also heals you and harms enemies over time.
    Purifying Light - a skill that copies damage and releases it in a short burst at the enemy; also makes a pool that heals you; grants you a small damage bonus (minor sorcery) trough class passives
    Degeneration - a skill that grants you a big damage bonus (major sorcery) some healing and damage over time when cast at an enemy
    Channeled Focus - fills your magicka over time and also gives you a big resistance bonus (major ward and resolve)

    Note that you should cast a light attack (LA) - short click on the left mouse button - right before you use a skill for some bonus damage. If your magicka is running out, do a fully charged heavy attack (HA) by holding down that button until it releases.

    Your skill rotation should be something like:
    Start on Back bar: Channeled Focus->LA->Degeneration->LA->Purifying Light->LA->Ritual of Retribution->LA->Blockade of Storms->bar swap->Blazing Spear->LA->Puncturing Sweep->LA->Puncturing Sweep->bar swap
    Repeat, refresh Degeneration and Channeled Focus every 2nd rotation, cast harness magicka when taking damage, use ultimate when ready (it shines and makes a chime)
    When enemy is at low health do your back bar skills, bar swap, Harness Magicka then Radiant Oppression 2x until dead.
