Using any shield, health regen should be 0? When you block, your stamina or magicka regen is 0. Why not do something similar for shielding? Thoughts?

    Well, that would make this set very useless:

    Permafrost:
    (2 items) Adds 1206 Max Health
    (3 items) Adds 1096 Max Magicka
    (4 items) Adds 129 Magicka Recovery
    (5 items) While you have a damage shield on you, your Health Recovery is increased by 885.

    I think HP-regen is fine as it is. It´s a good stat if you build around it. You quite a lot of HP-regen for it to be beneficial for you. And since HP-regen got quite a nerf the last patch (it can now be affected by minor/major defile, which it couldn´t before) it´s balanced :)

    Most shields users are Vampire, so they don't really have HP regen, and on magicka build, HP regen is pretty useless.

    I think the cost of all magicka skills should be free so I can invest in stamina a more ... But that's just me ... No one else can have it

    It's just not a good idea. Shields are nowhere near as OP as you think they are, you just deal very low damage.

    This. Healing ward is the health regen of a shield user.
