Your argument has no basis behind it, especially considering the fact that the lore masters that work for Bethesda and ZOS can basically make whatever they want official lore pretty easily if it doesn't break something that is already canon.
This does break canon based on the fact Hircine it the father of manbeasts not slightly beastly men. There is no logic to a creature that isnt primarily beast form
If we're just going to go off of personal interpretation, this polymorph looks plenty man-beastly to me.

They have someone who works full time at ZOS whose entire job is to know the lore, and he will stop something if it doesn't work within the canon. If there is no supporting fact within the canon, and nothing opposing it, he's been able to create it. I even remember once where it was mentioned they had to go back to people at the sister studio who made older TES games and ask about certain things.

We have all manner of magical man, mer, beast, divine beings, so on, so forth. The ability to travel between mortal and godly/other wordly planes of existence. NPC characters can cast teleportation spells. A cat can disguise himself as an AD queen, etc., etc., blah blah, but there is no room for someone to be caught in what looks like a semi-transformed state between original species and werebeast?
Nope, there isnt room for it. And i trust ZoS to take lore seriously as much as i trust them to balance the game.

But the thing is, It can exist if the writers want it to. That is the beauty and charm of this IP. Just because TES 1-5 never mentioned them doesn't mean it can't happen. Much of the stuff in this particular game is derived from loose histories but was fleshed out by things the writers had to invent.

Plenty of people are openly hating this thing and wont buy it. If it were a free polymorph that you could get via a quest line I am guessing these same people would not like the way it looks there either.

bethesda game studios had a vision for the lore, and albeit they changed a lot of stuff over the years, it was at least semi-okayish.
ZOS on the other hand is cutting corners wherever possible to sell stuff without any consideration to the real elder scrolls lore. just take a look at the interview of their "loremaster", saying everything is possible (as long as it sells, they mean).

personally, i do like it, and i bought it. i don't think the elder scrolls lore is really good anyways, so it doesnt bother me. but i could see how someone who does like the lore, doesn't like the fact that ZOS is selling out everything it once stood for.

You realize that the Bethesda Game Studios and Zenimax Online both are subsidiaries of the same company yeah?
ZOS doesn't simply get to do whatever they want in regards to the lore, it still has to fit in with the precedent set by other official TES titles.
Also as far as anyone can tell the person who was running the shop and marketing for ESO is/was directly employed by Bethesda Softworks, so you might try putting the cutting corners blame on Bethesda Softworks, the publisher.
Bethesda Game Studios, Softworks, and Zeni Online are all subsidiaries of the same company: Zenimax Media.
This, it can't be too hard to do. I don't care too much for the noble outfit, but I'd love to have a skin or something so my Bosmer can look all snarly, too. Yes, Bosmer, this also needs to be available for more races.
