I have my stuff on ultra and aside from every once and awhile getting infinite load screen on pvp I really don't have a problem even when running in 24 man groups siege equipment on both sides being used and spells hurled about. I don't think ZOS can nor should they always have to stop what they are doing and make so that lower spec'd computers and low internet speed play just as good as other rated computers and internet connectivity.
In my opinion there comes a time where you will just have to upgrade to keep up with tech and if you can't there is no shame in it but well I'm sorry they shouldn't have to lower game standards for it.
If you're lagging everywhere then it's not a normal thing. When I heard people talking about lag on Discord and asking if anyone else is getting it the majority of the time the answer is no. In my experience the problem is not as widespread as it once was and it does seem to impact certain individuals.

In the bad old widespread problem days it hit everyone, why is it not hitting everyone now? Where else can it lie other than with the individual or their path to the servers?
I will admit that I PVE more often than I PVP so there is a possibility that I am lucky or perhaps I am the key to system stability and performance and my mere presence is the solution to all the server woe`s.

I play pvp regularly on console and can tell you absolutely certain that we get multiple 'unusual long loading screens'. It is in fact so that it can happen when I am in a group or when I play solo. Yesterday I had to close the game 5 times in 50 minutes because I got the loading screens (as well as my teammates). It has noting to do with my connection, I have this issue with no other game nor have I ever had it. It only occurs with ESO but yeah another typical reaction that it's the player fault.

We do need Wheeler back on ESO Live soon though to update us on how things are going with Cyrodiil. ZOS has promised a performance update across the board for Clockwork City but I think this is more aimed at the FPS side of things.
