Gear cap increase is impossible in ESO as of One Tamriel's launch. So no, they won't raise the cap eventually.
Other MMOs don't use scaling.
What if they upgraded all existing CP160 to match max CP gear on the day of patch?

this is not the first MMO to use scaling and never say never you have no idea what the future holds for this game
This, add that gear in ESO works very different from WOW, In WOW you do harder and harder content to get better and better gear. What would be the point?
People don't understand how gear caps and scaling work.
The gear cap is raised in games with no scaling, like WoW. Blizzard releases a new zone where all the mobs are a higher level. You then quest through that zone, obtaining the new gear. It's a way for them to linearly move the story forward. This new gear makes you more powerful as all older content becomes easier.
ESO doesn't have linear progression. New zones are released at the same level as all previous zones. New gear does not make you more powerful and the difficulty of all old content remains exactly the same.
A gear cap increase in a game with scaling makes no sense.
