That tooltip does not look like it is from the game.

I expect only the base skill shows the level the skill unlocked and the base skill is called Dragon Blood and shows it heals for 30% of missing health before it is unlocked.

What you are showing is one of the morphs that scales off of magicka and spell damage and is increased based on how far your magicka is depleted. I know the number is usually higher for that morph, but since I only tank on DKs I am not to familiar with how much it actually heals for other than to say it is 4 figures.

For a magicka DK it is probably not the desired heal. As for class I expect burning embers would be better for an emergency heal and of course the light armor shield is great. For anwering your question, I do not think you will get a good answer since I expect few geared well for magicka damage on a DK have it slotted.

For stam damage build it is not worth thinking of.

For tank, the other morph, which is called Green Dragon Blood is best from class skills with Vigor being a good non class skill to use.

I do hope you get your answer, though I would suggest leveling up the skill to the point it can be morphed. Never know what will come of it and you will see exactly what it will do with whatever build you have at the time.

I saw more than 20k on my mDK when it crits.
