Skill Level (I II III IV) what is the difference?

I checked skill level if it changes its damage or something
but it's the same as before. only different thing is morphing.

✭It depends on the skill. Some skills gets increased duration. Some skills gets increased damage. It depends on the skill, but in general it's always wise upgrading them.
Healing skills heal more on rank IV than rank I.Ignorance is the greatest weapon of tyranny.

- higher damage
- longer duration
- bigger radius

Maybe I`m slower than others, but these skill descriptions are sometimes really hard for me to break down and understand. Read-reread. Think. Read again. Think . Look away, think about others sets that I understand. Read again. And again. One.Word.At.A.Time.
Then Google and/or forums.

They keep improving after morphing. How depends on the skill, people have already listed examples above.
For example Magelight morphed to Inner Light only has I think 2% max magicka bonus, but it gets increased with every rank and rank IV Inner Light gives 5% max magicka bonus.0
