What percentage of the playerbase does not understand English?

After playing a bunch of different MMOs, I first encounter this problem in ESO. Today, I tried to reach out to two different people with a business proposition. These are crafters that are able to craft certain pretty rare items. To my horror, neither of the two could understand a word I was saying. So... what percentage of players do you think is basically shut off from us by a language barrier?

✭I suppose that would depend on the server. In my experience the vast majority of non-brit europeans have a decent grasp, even the turks I have encountered, which consistently impresses me.PC | EU6 -

You'd be surprised how many people weren't so lucky and didn't have the opportunity to learn English.

✭✭Depends on the server I guess. On EU it should be far more then on NA. There are tons of poor countries in and around Europe with generally bad education, so there are huge numbers of people that can't speak any other languages then their own and the native English speakers aren't too many either. However gaming isn't the cheapest hobby and so most players seem to be somewhat educated and can speak English to some degree. leeux✭✭✭✭✭I understand English and can converse through written chat perfectly, but some of the people whom I play with don't... I can read and understand spoken English language perfectly, however I can't for the life of me speak it [*]
I can't turn my head around the weird pronunciations and I hope I never I'm required to go live someplace where I need to speak it
