Yeah, ESO seems like another one of those games that is carried by the art departments. It has pretty great assets, good map and level design, voice acting for all dialogue, good quests, decent encounter design... basically everything is above par besides the development of the actual game systems.
Frankly, even their systems improve and are added to, I have to give them credit for adding housing and battlegrounds, its just so slow.
Oi Zenimax, hire another actual engineer or two.
