Does your character decrease in strength while gaining CP ?

I am currently 196 CP and my snipe's tooltip says 11k dmg.
Will this dmg decrease as I steadily gain CP ?
The reason i ask because my tooltip kept on decreasing from level 3 and I had to upgrade my gear and now all the gear are maxed at CP 160 I am worried.

Once you hit CP 160, you are no longer leveled up to and dependent on gear level. CP 160 gear is the top level. You will no longer weaken as your add CP points. You will actually strengthen some, depending on how you spend your champion points.

While leveling the game buffs you. The buff goes away as you level unless you keep your gear on level.

As for Champ Ranks. Yes, you do more damage, and not all of it shows up in the tool tips. For example, some champ passives increase your elemental damage or physical damage etc. Also, up to about CP300, champ points add raw stats so that increases damage in the tool tips.

However now its the gear chase. You don't have to have the absolute best. As most gear is within 90% to 95% of the ultimate best stuff, and hence more than enough for all content outside of competitive vet trials and some PvP. But you do want to pick your gear to help the way you play the game (not some streamer) to be efficient in dealing damage.

Efficient means you can take down mobs and have enough left in the tank for the next one. And, for Boss fights your not constantly running out of resources during the fight. But, rotations and how you use your skills has far more to do with that than gear does.
