Do Name/Appearance Change Tokens Actually Exist?

So, I've looked in the Crown Store under "Updates" for the Name Change/Appearance Change Tokens, and I don't see them anywhere. Does anyone know if these really are a thing, and where to actually find them if so? A link would be helpful, too. Thanks!

    They are very well hidden, took me ages to find them, they are in utility under service tokens I think, god alone knows why
