Cannot advance in Thieves Guild quest line

I have successfully completed "A Double Life" quest. There is no note on the desk in the Thieves den to begin "His Greatest Treasure" quest and Quen is not at her hideout and I can find Quen sitting on her bed in the Thieves Den, but there is no dialogue option with her to continue to the next quest. I cannot begin the quest “His Greatest Adventure”, therefore, I cannot progress through the Thieves Guild quest line.

Is this a known bug? Has anyone else experienced this issue?

Make sure your Thieves Guild skill line has increased since the last quest. Each of the quests is tied to a specific skill level, and you can't get them before you reach that level. Try doing the Thieves Guild repeatable quests, Quen's second quest should pop up at some point.

Thanks, that was the issue – I hadn't reached the required skill level to get the next Thieves Guild quest. Would be great if ZOS implemented some sort of indicator that you need to advance the skill line(s) to get the quests tied to the DLCs. It is not very intuitive in it's current state.

FYI the Dark Brotherhood main quest line is the same. You have to do the repeatable quest to move to the next quest.

I kind of also figured that, based on the thieves guild, I had to level by doing side quests before I had the option present itself to do the final quest.

I had to stumble across that answer myself.

I would recommend that between the TG quest line, you level up the skill line by grinding the Task Board in the Thieves' Den. If you only take the quests that start with "Esteemed thieves", the Covetous Countess quest, it's soooooo easy to level up your skills, plus you can get a handful of Abah's Watch motif pages and make some decent income on the quest rewards too, all for just a few wayshrine hops.
