It starts off as a little zap and gets progressively more punitive the longer you remain still... glorious to behold and I definitely giggled with glee when I watched it the first time.

I thought it was a brilliant solution by the Devs to stop all the afkers at dolmens. I can't tell you how happy I was to hear they had implemented that system.

Not every anchor will have people. Only the ones in Alik'r and Auridon are usually packed. The rest have always been empty.

Afkers at dolmens weren't a real problem. I saw a bot standing at a node in craglorn for 8 hours straight the other day.
