Changing the way Blade of Woe works

Isn't BoW kind of a joke because everyone can use it, who's talked to a certain NPC? Isn't the Dark Brotherhood kind of a joke because all they can really offer is BoW and you get it from the first NPC before you are even initiated into the guild?

Everyone having BoW is like a child without a sense of empathy and right and wrong running around with a knife. In-game, everyone is a master assassin. It's funny to wander into a town in Vvardenfell and see all the NPCs are slain and their bodies are lying around.

Why not make BoW only usable for Dark Brotherhood contracts and you get a passive at max level that allows you to use it more widely in the world? At least, this way you have to work for it and suddenly doing the DB questline makes sense.

    Only the ones you have pickpocket, pickpocket loot is instanced.
    You will reset the npc and other instanced containers passing trough an load door, thief guild is one, probably because of this as it will give an loading time.

    And removing blade of woe outside of dark brotherhood quests is a bit drastic, increasing murder bounty would work better.
    Punishment for murder should be far higher than pickpocket for realism.

    How come then that a lot of NPCs are empty for me ? I didnt pickpocket for a long time. Bug ?

    If you don't want everyone to have it how do you propose it should work? Just have people not be able to play the DLC because not everyone should be a master assassin?

    I have just tried this and the first time it worked. 3 out of 3 got refilled after going through 2 loading screens. Second time only 1 got refilled. Third time all stayed empty. Now I killed all 3 and waiting on them to respawn.

    The OP's suggestion for the BoW would make sense. However, because we are basically forced to farm npcs for loot in order to get motifs and other high valued items, we need a way to quickly reset the npc's loot. (ie. killing them.) Murder should have a higher bounty then it does, and you should have to put in more effort at the DB guild to use the BoW in a world wide setting. Also it is a bit weird stealing from an npc while there are a body or two of that same npc lying on the ground. But we work with the system we have.
