You may want to try deleting the ESO folder, downloading a new ESO launcher from the account page, then running the repair again. To delete the the launcher folder, simply go to C:\Program Files (x86)\Zenimax Online\Launcher and delete the folder.

Having the same problem. Did a full reinstall as well with no luck! I guess I'm un-subbing as I cannot play the game.
EDIT: I noticed that if you run eso64.exe it gives the error, but if you run eso.exe it will load fully. Must be an issue with 64bit machines? In the error log for Error 11 it shows: DEF_VERSION_MISMATCH - So I'm assuming the updater is failing to update the eso64.exe to the proper version which is why the client closes, and only eso.exe updated. This also followed the Error 1005 for being unable to access a file during patching.
- I was able to get eso64.exe working, but now it freezes on the load screen and will not go further. Oh well, I've tried all I can at this point, other than formatting Windows which I will not do.
