i see this in random normals a lot, group of 2 or 3 friends and vote to kick the randies esp if they are sub 50 or low champ points. I usually vote to kick randies that dont pull their own weight, are annoying, or dont perform their role as a tank dd or healer.
Might be cause they dont want to carry or just like to troll and have a thrill. either way vote kick system is fine, if it is a group of 3 friends, theres pretty much nothing you can do, just move on. art least you dont get a penalty for getting booted.
Only kicking I have seen is
1) low level players in dlc dungeons, this is typical the fake tank /healer or an DD needed to be carried in an normal dungeon.
2) AFK or disconnected players, chance of getting kicked increase if you are weak.
3) justified fake tank / healers if group has problems or other problem players,

If you only want cp160+ people with meta builds, you should not be using the Dungeon Finder. That's on you.

Gonna disagree here.
Was in ICP with a group and we had great HM modes on our previous two pledges. One guy lost connection just as we started and he couldn't return. We had to use finder, no one would come in and help and we wanted HM done. We got two, cp40 and cp50 and we had to say no, we needed the dps. It would be nice to be able to set parameters for the replacement you want.
We were not abusing the system, but I am sure it made others upset.
Agree getting kicked should nullify penalty for queuing.

Well we disagree strongly that it is fine.
And you are penalized in the sense if you are kicked at the very start you will have to wait another 15 minutes to queue again. So a group of trolls can successfully penalize other players.
For example: this same annoying group just got done removing me from a dungeon that I can literally solo. And it isn't the first time they have kicked me. They are doing it just for fun to annoy others - and that should not be allowed (as I pointed out they even kicked me once after we beat the dungeon just to be _____).
Friends should not be able to team up and abuse the system - using the dungeon finder as their own personal tool to annoy others for their amusement. That is simply wrong - on every level - and it's high time the developers took steps to correct it.
This. If you use Dungeon Finder, probably HALF of the people you'll get won't have meta builds. If that makes you rage, then don't PUG. There are plenty of guilds you can join that have high standards for their dungeon group members. This is a big issue indeed, new players dont get to learn how to play because misplaced veterans kick them before they even get to try.

nBF is tough but I have run it with 3 below level 20 and have completed it.
No excuses for a cp300 dps.
Ran a normal random last night for xp. I am cp420 tank. I joined a level 14, 16 and level 20 who were at the 1st boss, the chain down chick. I wanted to see why the tank bailed or got kicked so i didn't say anything and tried to run it with them. epic fail. They didn't all attack one of the chain girls. Before i could explain the fight to them one was already bailing. I told him let me explain the fight that it was easy, but no he bailed, i knew we could do it if they 1st learned the fight.
What did I learn? I will never go into a normal dungeon and NOT ask 1st if everyone knew the fight. I will explain and make sure the group can succeed. Normal are for learning the mechanics and if CPs can not or are not willing to explain the fight, then stay out of normal and don't rip on noobs. If you have never been in, that is fine, but say something.
I personally enjoy helping others succeed and progress. I have had to solo bosses because the group died and i was unwilling to not complete the dungeon with them.

I don't understand why you're even able to kick if you grouped using pug. You should be forced to make it work or leave. Otherwise, form your own group. That's what I do.
