Searching for specific types of stolen gear, and the places you can steal them from for Rp purposes.

This is for RP purposes only...the constraints are set.
Character can only use STOLEN gear, and cannot upgrade or craft anything by himself. Cannot wear gear from monster drops in the wild. He Can use loot from murdered people. Any gear goes as long as it's red.
I am curious what's the highest dps you could get with a pure thief/assassin using only what he could procure by himself through illegitimate means.
Any class goes.
Looking for some rare pieces...
Is there any place in the game where you could get (read steal) a LIGHTNING or a RESTORATION staff? off the shelf, not random loot from chest, that's once in a million.There's tons of inferno staffs everywhere, I don't remember seeing a resto or lightning staff anywhere.
Where could I get rings from, aside from (again) randomly finding them in backpacks? Can they even be pickpocketed?
Same goes for BELTS...is there any place in the world that has a loot-able BELT? not in backpack rng, but on display.
What is the highest quality of items that can ever be stolen? is it all stuck to green? Or can it be once in a blue moon of higher quality?
If anyone remembers by heart, or stumbles upon such items in the world, let me know when and where, I'd much appreciate it.

Ceridwynne✭✭✭Thieves troves have a chance to contain set pieces of the zone they are found. They are still considered stolen, so those may fit your requirements. They are at least greens so while you won't be topping any dps charts, you will have a lot easier time than just using random white gear that you steal.0
