My girfriend is unable to play the game since the Horns of the Reach update (I believe). Whenever she tries to run the game, an error shows up, and translated it should say something like this:
An error has occured while updating The Elder Scrolls Online: Tamriel Unlimited (content file locked) :
..\steam\steamapps\common\Zenimax Online\The Elder Scrolls Online\game\client\eso64.exe

She has already tried start both Steam and ESO as admin, and reinstalled the game. Both didn't work. She tried to make this eso64.exe file not read-only, but then gets an access denied error, even though she's the only user on the pc, henceforth admin (right?). I tried clearing the download cache and changing the download region (as suggested by steam).

So does anybody know how to fix this problem? Or have any other suggestions worth trying?

Edit 1:
I just found out that the Launcher folder is completely empty. I don't know if this is supposed to be for the Steam version, but it might be good to know.

    Bump: So we fixed one problem on to get the error she received in the first place:

    Error 1005 - OSError_AccessDenied

    With this I managed to find more clear threads that talk about this problem, but none seem to have a clear answer. Everything they suggest is only a temporary solution, only to be nullified at the next update.

    We are now going to try to run the 32-bit version.

    To people from the future, trying to resolve their problem:
    We have fixed it, though your problem might lie elsewhere. In the end, what fixed it for her was to update her laptop. After that, it started downloading patches and now she's got it up and running.
