DLC or Chapter

If dungeons extras are DLC (Shadow of the Hist and Horns of the Reach and possibly Imperial City) should we consider Orsinium a Chapter ?
During the afternoon of Loredas, 6 Sun’s Dawn 2e578 a big piece of Aetherius fell to Nirn. It was the first major piece of Aetherius to fall on Nirn in more than five hundred years. It scattered around the world as millions of shards. It was rapidly documented by Lady Cinnabar of Taneth in her pamphlet Aetherial Fragments that "... when three shards meet, they re-form into a silvery prism by unknown process and confer the power unlocked by the merger to a nearby being." The Order of the Black Worm, commonly known as the Worm Cult, reappeared in Tamriel shortly thereafter and some of its members are avidly searching said shards.
In the last week of First Seed 2e579, an arcane explosion occurred in the Imperial City — a night of storms, and trembling terrain. They named it the "Soulburst". That day Emperor Varen Aquilarios disappeared without a trace. His wife, Clivia Tharn, ascended to the Ruby Throne as Empress Regent under the guidance of the Necromancer Mannimarco. Ushering a time of increased instability within the Empire of Cyrodiil which finally grew into “The Three Banners War”.

    I would have to agree and disagree, but what do I mean? Yes Orsinium is indeed actually huge, bigger than all the DLC's. Yes Orsinium is indeed a new zone, but remember all the past DLC'S are new zone.

    However Orsinium would be considered as DLC, because it's like Imperial City. Both also continues the Molag Bal Story Line, eventhough both are new zones;but still considered as DLC'S.

    Alas Orsinium will not be considered a Chapter, A Chapter will happen only once; Every year (Morrowind). Orsinium will not be considered a Chapter due to not introducing a new class (and or New Major Story line)

    But the Next Chapter in upcoming year, I forsee a new Class incoming. Thus is why I truly believe, tis why Chapters would only come once a Yr; Unlike DLC's we have currently. Unfortunately Orsinium won't be considered a Chapter, I'm afraid. But good question none the less.

    If you have to pay RL $ for it, then it is a chapter.

    No, because we aren't living in the past. Their business model changed AFTER Orsinium.

    I think now they would consider it a chapter and not a DLC if you compare it content for content. Thieves Giuld, Gold Coast and the two dungeon packs would be considered DLCs for sure. They are relatively small and not really considered essential content. They have good stories, but a bit shallow on the overall content scale.

    If Orsinium were to roll out today I would bet that it would be considered a chapter and not a DLC.

    no, as this business model (1 quarter a chapter, next quarter a dungeon DLC, next quarter a new zone DLC, next quarter a new zone DLC) started only with Morrowind.

    so all the previous updates before Morrowind are regular DLCs
