This is my current setup, it performs quite well.

Make sure you keep Shimmering Shield up when you're under fire, and you'll have ulti for days.

Combo goes Sub Assault > Cliff Racer > Heavy Attack > Steel Tornado (or repeat if not in execute range)

Use DB for AoE stun or as a finisher.

Do NOT permablock. Only block heavy hits or multiple attackers while you put up Shimmering.

EDIT: I ignored the tank part when writing this, but this is a very tanky build. You can't just sit around facetanking, but you will be able to take and put out a lot of punishment. I also forgot to mention, light attack weaving is crucial for proc'ing Ravaging.
