"Veteran Players" already get their love. It's called DLC Dungeons and Trials. PvE Overworld is meant for the every day player to do just that, play the game, not be barred from content cause they're not using Meta gear or lacking in experience or CP.

There are only a couple improvements I would suggest -
Nerf Skyreach XP to get rid of all the skyreach beggars repeatedly asking for a carry in zone chat.
This will also help with finding groups to do quests since the majority of players in Craglorn are only there for skyreach.
And make the zone truly soloable for characters of all levels. I tried to do the zone with my lvl 25 Templar and gave up. So hard to get a group to help and some delves cannot be done solo at that level.

Skyreach gives way more XP per hour than zombies.
You can do 1-50 in Skyreach in about 5 hours with 50% pots. It will take you 10 hours grinding zombies.
Zombies are only better if you can't find a carry and want to solo grind.

Where are these zombies you speak of, bored of dolmens.

64% bigger than Craglorn yet doesn't have even half the content.

Vvardenfell was 30 hours of overland content and 30 minutes of raiding.
That isn't showing veteran players love.

You're insane. I don't know of anyone doing vhof in 30 minutes and no raid guild on any server has yet to get Tick Tock Dominator done

There are:
8x group instances
7x group delves
11x normal delves
Mix of solo and group quests
Everything in Craglorn is soloable (some are easier than others). However, the stuff that isn't soloable, is not difficult at all when done with a group (the group instances are around the difficulty of a normal dungeon, and the group delves even easier than that).
The only thing I would change about the zone is making the main quest more solo friendly. Some of the quests require you to kill world bosses. The Craglorn bosses are fairly easy to solo, but they aren't everyone's cup of tea. It's definitely not hard to get help from zone chat, but the main quest should be 100% noob friendly. Alternatively, there could maybe be options for completing quests. You can either kill 3 world bosses OR kill X number of a specific overland mob.
This is what new zones like Vvardenfell should be like. ZOS needs to show veteran players some love too. They're the ones who have kept this game afloat over the years.
