They may have light, but in your picture they don't cast light. In other words, they look bright but they aren't making you look any brighter. If accurate, that's fail lighting, just like last week.
I use several of the achievement vendor items to achieve various lighting effects by burying them in other items. For example, the Hectahame Arboretum Relic turns yellow fire braziers into a purple fire brazier. For some reason, the luxury lighting items have not cast enough light to be perceptible outside the object, or they are so barely perceptible it isn't worth it.1 -

Light on such items if often directional and not apparent from every angle.
But it is crystal clear (haha) that these items cast light. Compare the ground around the soul gem in the on v off pictures. Definite difference.1 -

But, I think, it's normal. They are a bit glowing crystals, not lamps.
