Why no gift DLC option?

So my guild has this guy who we like running stuff with, but he just never gets around to buying the DLCs, for whatever reason
Various guildies at separate times have just offered to buy a DLC for him when they wanted to run a new dungeon with him, but there's no gift option in the Crown store.
Why doesn't ZOS want to take our money to help out a friend?

✭Apparently you can gift crown store items so long as the giver has the amount of crowns necessary, but you'll have to contact support about it.
It's something like that..."Best" healer PC/NA1
