unusual (2 me) connection issue

So I was just PUGing a dungeon and I got d/c'd ...cant restart...cant reach forum. had to switch computers in order to even reach the forum. Anyone experience something like this before? however netflix still works and I can google ...no reddit either so I assume there is something other than eso here but, I dont know what it could be.
