What does this alliance icon floating overhead mean?

I've seen it for EP as well, I might have also seen a blue DC version but AD is one i encounter most often.

I can't come to any conclusions on what this icon represents or at what times it appears and for what reasons. It's only ever displayed at arbitrary times, it can't possibly be telling me who is part of my alliance or what alliance they belong to because if that was the reason it should appear over everyone all the time.

Can anyone explain it to me please?

Not exactly sure what the image tool option in the post formatting toolbar above this box is for because it's complete useless, had to end up embedding with BB code anyway.

    Normally that's exactly what it does. But you should only be seeing that in Cyrodiil. I'm not sure what's causing it to pop up outside of there, though.

    It could be an addon freaking out. I'm honestly not sure.

    Its the standard alliance indicator. When you enable them in the options, all players have them at all times. So the question is, why does it show only on this player - no idea there. Maybe something with dueling or whatnot (but that's really just a shot in the dark).

    Oh, I wonder if @solvaring has it set to only show their alliance medallion on mouseover, or something similar.

    Still though, it should only be doing that in Cyrodiil. I agree that it may be appearing randomly because of the PvP flag getting flipped for duelling or something.

    I'm wondering if it only appears over characters who have actually BEEN to Cyrodiil.
    Guildmaster of the UESP Guild on the North American PC/Mac Server 2350+ CP & also found on the European PC/Mac Server 1700+ CP

    These characters are on both servers:
    Alix de Feu - Breton Templar Healer level 50
    Brings-His-Own-Forest - Argonian Warden Healer level 50
    Hrodulf Bearpaw - Nord Warden Bear Friend & identical twin of Bjornolfr level 50
    Jadisa al-Belkarth - Redguard Arcanist Damage Dealer level 50

    NA-only characters:

    I've always wondered this as well. My characters end up with it after hitting a very (over)populated dolmen sometimes. My assumption has always been that it's a PVP flag and that it gets triggered when engaged in battle alongside someone who (legitimately/appropriately) got the flag while in Cyrodiil. It goes away after a few minutes of running around, so I always just guessed it's on a timer.

    Enter dolmen with no flag above my character.
    Engage in battle alongside a player who is already flagged.
    Flag then appears over my character.
    Flag disappears a few minutes after leaving the dolmen.
