Weapon effects

I realized that some npc´s, like Tanval Indoril, have nice enchantment effects on their weapons constantly, even when they have them seathed. Effects that we only get for a moment after unseathing our weapons. I would like to see a way (crown store, for example, but never crates, pls) to have permanent effects, with different styles, for example, elemental magic (fire, ice, lightning), plane blue magicka glow, some creepy green fire like the one those necromancers have, etc.

What´s your opinion?

One word: Lag

It wouldn´t add so much lag. Actually, i think that pets cause more than this feature would.
