No invis for Falkreath mobs?

So, idk if this is intended or not, because I know you can invis past mobs in mazzatun, but in falkreath hold you cant. I figured I'd save time for my group and made some invis pots before hand, and handed them out. Little did I know that these would prove completely ineffective, and mobs would attack us anyways. Was this intended, or is this unintended?

    Intended. You shouldn't be able to cheese speed runs. In Mazzatun you can sneak past 95% of the mobs anyway.

    That was one of the design choices in Mazzatun that always puzzled me: why build so many mob encounters when you simply can skip most of them ?
