Why is there no new Horns of the Reach loading screen picture?

Or maybe the RNG gods were not lucky for me, but I did not get any of any new loading screen pics.

Because the whole thing is silly and only a sliver of the population will ever set foot in those dungeons.

I probably missed it, but I was surprised there was no "quest" or even a small piece of mail saying "hey adventurer, go here!" kind of thing.

I just sort of moused over all the dungeons on the map until I found the two new ones.

There are now 340 different loading screen images so its not too surprising you haven't seen the 2 specific ones for the new dungeons yet.

Not to mention that you have to go in those dungeons to even see them. Unless they changed any charload ones this time?
