Warden werewolf hybrid build help

So, I am wanting to make a frost based warden.... who is also a werewolf. I figure a tank would be the only feasible option, and i am looking mainly at casual pve, doing normal and vet dungeons, but no trials. Maybe vma-viable if possible but it doesnt have to be. So, nothing extremely serious.
I would like to use a frost staff primarily, and was thinking 2h as my backup.
Finally, I know pelinals aptitude is pretty much a requirement for mag/stam hybrids, but unfortunately i dont have enough traits researched. I could get it if needed, but other options would be welcome. Was thinking maybe shacklebreaker and black rose (i know, ugh) or maybe the newly fixed willows path.
Anyways, any suggestions or builds would be welcome. Ultimately, i wish magicka werewolves existed, but I will take what I can get.

Gan Xing✭✭✭✭Shacklebreaker and black rose don't work so well (i've tried it). It is disappointingly underwhelming.
Shacklebreaker and Prisoner's rags would do well tho, as you have a lot of sustain. I suggest getting tri-stat enchants on all armor, putting attributes into Magicka, and physical damage on jewelry bars.
This way you don't need to worry about your regen and can focus on the dps.Gan Xing - Crafting Nightblade
