This is what I've been wondering, whether other roles tend to place the debuffs on targets. I can imagine a tank using crusher and a healer doing this with a lightning staff, though I can't say I've seen a healer doing this before, or maybe I have and just didn't know it. Has anyone ever heard of a stamina DPSer equip Storm Master and proc Minor Vulnerability? Or does that even work with that set?

You dont need a charged one... the uptime with any trait and enchantment is allready arround 70% while doing a heavy attack all 5-10sec. With charged you bring it maybe to 90% and with infused its maybe 90-95%, but the damage dont will increase that much like the damage you will lose for a better trait like precise..

For the healer the lightning staff will be on the back bar so I dont think the trait matters.
They put down Wall of Shock and switch to the front bar, at this point the front bar trait determines the effect right?
