Minor Vulnerability, Who Uses It?

Minor Vulnerability debuffs a target, increasing damage taken by 8%. Here are a couple of questions:

In a typical 4-person dungeon run, who would provide the debuff?

Who typically provides the debuff in a trial situation?

    Any lightning damage provides it so any magika dps does.

    It's extremely common, especially with Sorcs. Remember that Minor Vulnerability procs from the Concussed status effect, which any lightning damage has a chance of applying, though the Shock weapon enchant has the highest chance. Used in conjunction with the lighting version of Wall of Elements, Concussed will also cause effected targets to be set Off Balance which will then proc the Exploiter passive CP star. This is why so many people put 75 points into Thaumaturge. That's another 10% Damage on top of Minor Vulnerability.

    Off Balance also makes your next heavy attack do 70% more damage to the target, knocking them to the ground, though it does consume the Off Balance debuff in the process. With the prevelance of heavy attacking as a necessary form of resource regeneration since Morrowind, having many players continuously applying lightning damage to get Off Balance back up ASAP is a very common strategy.

    This is what I've been wondering, whether other roles tend to place the debuffs on targets. I can imagine a tank using crusher and a healer doing this with a lightning staff, though I can't say I've seen a healer doing this before, or maybe I have and just can't recall it. Has anyone ever heard of a stamina DPSer equip Storm Master and proc Minor Vulnerability? Or does that even work with that set?

    Anything that does Shock damage procs Concussed (Minor Vulnerability). So Stormfist and Storm Master will proc it, but there's no point in using those since Concussed already has a very high uptime in raids due to the amount of shock damage from Sorcs and healers using Shock enchants with the Charged trait.

    You dont need a charged one... the uptime with any trait and enchantment is allready arround 70% while doing a heavy attack all 5-10sec. With charged you bring it maybe to 90% and with infused its maybe 90-95%, but the damage dont will increase that much like the damage you will lose for a better trait like precise..

    They put down Wall of Shock and switch to the front bar, at this point the front bar trait determines the effect right?

    For sure the trait on both bars matters. A good build will only use the frontbar 2/3 of time. 1/3 on backbar. I use on both bars a lightningstaff allready because the damage results are much better insteand of a lightning and a firestaff. Only look your damageresults to a big dummy and then you will know, what to use. I tested a charged staff on backbar and my damage was much worse...
    This only for dungeons and solo playing.
    In trials that effects are on the target 100% of time just with using a lightningstaff!

    Healer or Magsorc...same for both trials and dungeons
