Undaunted chests without the dlc

Can I get the new domihaus shoulder without actually owning the dlc? Or do I need to wait until it comes for sale in cyrodiil? :/

    Nope. Even so, gl getting new DLC monster helms. Out of 50ish I've only had 2 DLC shoulders drop... most are just Kena or Chudan :/
    Difficulty scaling is desperately needed. 9 years. 6 paid expansions. 25 DLCs. 41 game changing updates including A Realm Reborn-tier overhaul of the game including a permanent CP160 gear cap and ridiculous power creep thereafter. I'm sick and tired of hearing about Cadwell Silver&Gold as a "you think you do but you don't"-tier deflection to any criticism regarding the lack of overland difficulty in the game.

    I just got the domihaus shoulders yesterday. So yeah, you can get 'em. No, they aren't based on which ones you own.

    Kena and Chudan are DLC shoulders (Imperial City and SOTH). There is one chest that has all the DLC dungeons in it. It is a smaller loot table. As far as I know, anyone can spend their keys there.
