Several times, I've seen a altmer come from portal, say "Wait, it isn't right", then go back portal.

Theres also a scared pilgrim and a guy who lost his pet netch. :)
And random great house npcs who fight each other if theyre from different houses.
I think theyre here just for immersion.

In Rift or EastMarch, I've seen 2 lazy guys arguing who is suppose to set fire. I helped them make fire then I got a buff. I forgot what buff is.

You just reminded me of how badly I wanted to kill birds for the first couple weeks I played, and how frustrating it was that they are just decorations. xD

I never kill friendly animals in ESO cuz they are so cute.

I bet nobody have seen this scenario - three foxes story. 3 foxes come together from 3 different directions. They stay and discuss something for a while, then 2 foxes watch 1 fox leaving.

There's also a badger that goes up a tree. Can't remember now if it was with friends or not. In the Gold Coast

I hate when they walk into my fights and end up dying, or when I target an enemy, but my weapon fires 90 degrees to the right instead and kills a bunny.

In Corimount, in northern Grahtwood, I found a begger who suspiciously had an increasing amount of children he had to feed. First was 11, then i gave him money and he said he had 17 children...hmmm maybe I should've said no.

I've met this begger, too. He must be a liar. But some beggers in town are very good. If you give them gold, they will give you a buff.
In Wrothgar, I often meet some orcs ask me donate 600+ gold to rebuild the city. I donate several times, but nothing happens. It must be another fraud.

The fire and the beggars are for exploration achievements: Lightbringer and Give to the Poor, respectively.

I like the unfortunate woman in Vvardenfell who cleans up silt strider dung, I find her in the strangest overland places. XD As well, Hew's Bane has a variation on the usual hunter-catches-animal random encounter, where the trap catches the hunter instead. (It might be other places too, I've only seen it in Hew's Bane.)

This one's for the Orsinium Patron achievement: when you donate more, subtle improvements start happening in Orsinium and there are new npc conversations you can overhear. Try shopping at the Orsinium guild traders for a bit, one of the conversations can happen there.
