Dual wield counts as 1 or 2 of set slots?

Hi there
i thought dual wield counts as two set slots via many build articles and videos
but when i equipped two dagger of nightmother as my main weapons, it only count for one set slot....
why? did i do anything wrong??

✭✭Be careful, there are two sets called Night Mother. One crafted and one dropped.
