✭Before the change, crit surge only critted with weapon crit, and power surge only with spell crit. Now, it simply use the best chance, so it's a pure buff in a few cases and a no-change in most case.2 -

✭I did not know it mattered a critical is a critical. But if the healing scaled on one source I would presume it is a buff for either mag users or stam users, probably stam.

Critical Surge scaled off of Weapon Crit, but now goes off of whichever is higher. Miniscule Tank build buff at most.
That's all. Wouldn't surprise me if "nerf Sorc" people start yelling at ZOS for buffing Sorcs now though.1 -

✭I'm guessing that the heal was procced on crit of whichever (crit surge = weapon crit, power surge = spell crit) but that the heal itself is also capable of critting and now calculates via the higher chance.
I.e. Critical surge uses magicka to activate -> Crit surge heals proc off of weapon crit -> critical heals scaled off spell critical, now scale off whichever is higher.
Does that make sense?0
