✭✭✭✭✭Agreed. They already had the highest risk. I guess they want it as a gold sink since a lot of people will be trying to farm the new motifs and will most likely get bounties trying.

Does anyone actually pay off bounties other than while leveling up Thieves Guild and Legerdemain?
Spend my time pickpocketing guards due to the high rate of yellow bounty sheets
but have not paid a bounty on either of my thief characters in ages
